How do you build and play a Scout Rogue?
Build the Scout on top of a normal Dexterity-focused Rogue, then invest in the secondary abilities and skills that support the archetype. Stay difficult to pin down. Use Skirmisher to preserve distance when enemies approach, then use Cunning Action and the Rogue's normal movement on your own turn to choose a better firing or flanking position. At high levels, exploit Ambush Master by hitting a priority enemy early.
Ability scores
Dexterity is the main combat ability. Wisdom is a strong secondary choice because Survival and Perception suit the archetype naturally. Constitution remains useful for durability.
Weapons and Sneak Attack
Ranged weapons fit the Scout naturally because Skirmisher helps create distance when enemies close in, but a finesse melee build still works. The important part is maintaining a dependable qualifying weapon attack while using mobility to control engagement distance.
Action economy

Skills and Expertise
Survivalist already gives Nature and Survival proficiency with doubled proficiency bonus, so Expertise can be spent on other priorities such as Perception, Stealth, or thieves' tools instead of duplicating what the subclass already does exceptionally well.
Common mistake
The common mistake is using Skirmisher automatically whenever it triggers. It spends the reaction, so moving away may cost access to Uncanny Dodge or an opportunity attack. The best use is the one that materially improves safety or the next turn's positioning.
